Update virt-manager/virt-install to a newer upstream release so that rhel 8.6 is more in sync with rhel 9

I move this bug from ON_QA status to VERIFIED based on the following test:

1. All bugs fixed in version virt-manager-3.2.0-2.el8 are VERIFIED
