The upstream PR has merged and the fix is available in the upstream binary `v1.19.0` as a workaround, changing priority to medium.

Manually modifying to MODIFIED as https://github.com/openshift/operator-framework-olm/pull/217 landed downstream which contains the same commits that were present in https://github.com/openshift/operator-framework-olm/pull/209/commits.

Moving this back to MODIFIED as automation had moved to NEW after a linked PR was closed - the upstream commits that attempt to fix should be present downstream (https://github.com/openshift/operator-framework-olm/pull/217).
