Using OVN as network provider for cluster.

Enabling Insights Operator data obfuscation
Steps to Reproduce:
1. Create secret named 'support' below openshift-config. Create a key named enableGlobalObfuscation with a value of true, and click Save.

2. obfuscation-translation-table secret cannot show up below openshift-insights.

Actual results:
The OVN don't have hostsubnet resources. 

Expected results:

The cluster with OVN network provider can enable Insights Operator data obfuscation.
