Description of problem:
Dynamic alerts aren't announced to jaws screenreader on create project modal.

How reproducible:
Always

Steps to Reproduce:
1.create a project with an invalid name using a screen reader 
2.select the create button
3.note that new error alert is not announced to the user

Actual results:
the new error alert is not announced to the user


Expected results:
new alerts should be announced by the screen reader

Found at a customer site Deutsche Bank by a sight impaired user of the console.
