Description of problem:
Currently the Web Terminal Operator icon won't show because the web terminal subscription permission hasn't been changed from get to list after https://github.com/openshift/console/pull/10045 was merged.

How reproducible:
Install Web Terminal Operator with the newest version (master branch) of the console deployed and notice that the Web Terminal Icon won't show up


Steps to Reproduce:
1. Install Web Terminal Operator
2. Install master branch of console to the cluster
3. Notice that the web terminal icon doesn't appear

Actual results:
Web terminal icon doesn't appear

Expected results:
Web terminal icon does appear

Could verify on 4.10.0-0.ci-2022-01-04-012641 that the permission is changed and I can open the Web terminal successfully as kubeadmin and user with restricted permission ("consoledeveloper").
