+++ This bug was initially created as a clone of Bug #1991980 +++

Ibmcloud only supports the base openshift install. Therefor we need to skip some not standard checks in the "[sig-cli] oc explain should contain proper spec+status for CRDs [Suite:openshift/conformance/parallel]" test. Including machineautoscalers, clusterautoscalers, machinehealthchecks, machines and machinesets.
