In order to set labels in noobaa-operator we need to backport Inject default label to noobaa_system_reconciler PR

After discussing the bug with Nimrod, it was agreed to verify the bug via regression.
We did not notice any related regressions in any of the latest runs (up to version 202).
Therefore, verified.
