Description of problem:
Users of Managed Service currently don't have an option to view capacity utilization of the cluster. Block and File page in OCP console is not providing any data. All capacity related cards contain only text "Not Available".

Steps to Reproduce:
1. Navigate to Home -> Overview -> Storage -> Block and File in OCP console

Actual results:
All cards related to capacity are empty.

Expected results:
There should be a way for user to get current capacity utilization and how much space is available. "Block and File" page should be populated with data.

@ohad - this is going to be fixed with the 4.11 Dashboard, right?
