Description of problem:

Since RHEL 9 Beta was released, libguestfs has released a new
stable branch (1.46).  We are already shipping a development
version of libguestfs which is very close to 1.46 so the number
of changes is not that large.

This update is optional, we don't need to do it if it would
cause too much extra work for QE.

libguestfs-1.45.6-14.el9 -> libguestfs 1.46.x

The gating tests passed for the fixed version libguestfs-1.46.0-1.el9.
