Description of problem:
For MTV Cancelled/Failed plan, where there are no successful VMs migrations,
have a tool tip suggesting using duplicate plan instead of Edit plan.

Verified on MTV-2.2.0-63/CNV4.9.0-249
For MTV Cancelled/Failed plan, have a tool tip suggesting using duplicate plan instead of Edit plan.
The Tool Tip display "The plan cannot be edited because it has been started. To make changes to the plan, select Duplicate and edit the duplicate plan"
