Description of problem:

Need to backport the fix of bug 1952211 to ocp 4.7 as the cluster upgrade is getting impacted due to the bug


Actual results:

Space getting fully utilized and the upgrade halts

Expected results:

Upgrade to complete without issues


Additional info:

Bug 1952211 is fixed in 4.8.2 but Cu wants the fix to be backported to 4.7 as well
