Description of problem:

Rebase libvirt in RHEL 8.6.0

Version-Release number of selected component (if applicable):

libvirt-6.0.0 (RHEL-8.5.0) and libvirt-7.6.0 (RHEL-AV 8.5.0)

Steps to Reproduce:
1. rpm -qa libvirt

Expected results:

libvirt-8.0.0

Additional info:

The idea is to rebase in sync with RHEL 9.0.0
