The repository of virtio-win drivers contains build environment and code for operating system that are not built anymore.
It is a good time to make a clean-up

Additional info:
This BZ is for entire virtio-win (build environment, configurations, solutions). Additional dependent BZ might be created if some special approach required for specific drivers.

Test with virtio-win-prewhql-216.
Run acceptance test on win8.1-32/64, win2016, win2019,win2022 and win10-33/64 guest, there is no regression/new/bloker bzs found.
So verify it.
