Description of problem:
I am trying to enable sharding on my openshift-console routes. I can label the console route and the label remains, but when labeling the downloads route, the operator reverts the change.

How reproducible:
every time

Steps to Reproduce:
1. oc label route downloads internal=true -n openshift-console
2. wait a min and label will be removed. 


Actual results:
label is removed after a few min

Expected results:
label remains

Hey Jon,
Here I think this behaviour is due to the fact that we dont have any labels on the downloads bindata. I think we used to have the `component: downloads` label there.

Steps to verify:
 1. apply the label to console routes
oc label route downloads internal=true -n openshift-console

   Now the label is not resetting after any period of time
