Uh, "rpm" component is for bugs in the rpm package management software, and this is not even remotely related. 

The original component "doc-Release_Notes-8-en-US" of seemed pretty reasonable for the purpose of updating release notes, assigning back there. If there's some kind of technical reason that's not the right component then try "distribution".
