Description of problem:
Dummy driver setup seems to not work with xorg-x11-server-Xorg-1.20.11-4.el9_b.x86_64

Cannot start gdm with dummy driver.

Expected results:
Can start gdm with dummy driver.

Additional info:
Not sure about the reproducer, the Xorg fails on "no devices detected"

This appears to be fixed in 1.20.11-10.el9

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
