Description of problem:
Several aria-labels, external links, and labels aren't internationalized. We should fix them.

How reproducible:

Steps to Reproduce:
1. Search public/components folder for label=" and ExternalLinks

Actual results:
There are search results for label=" and some ExternalLinks aren't internationalized.

Expected results:
There are no search results for label=" and all ExternalLinks are internationalized.

Additional info:
I will fix a few of the larger components in a separate bug for ease of review.

cluster version:

steps to verify:
 1. login to web console
 2. add ?pseudolocalization=true&lng=en
 3. check pages/places where the pull request touches
     copy login command, cluster setting related objects, config maps data, horizantal auto scaler

  all these are not pseudo internationalized.
