Description of problem:

Customer is moving to use OVS Hardware Offload. They would like the same functionality as SR-IOV offers to rate limit egress on ports.

Customer use case:
Wish to offer "tiered" network rate limited service plans to their customers which are enforced within OpenStack Platform/OVS, i.e. if customer pays for a 1Gbps service plan, then OSP will ensure the rate is 1Gbps or below.
