Description of problem:
after SELinux policy rebuild the ISP file is changed as well. This is identified by rpm -V as changed file.

fapolicyd-1.0.2-6.el8
fapolicyd-1.0.3-4.el9

How reproducible:
100%

Steps to Reproduce:
1. rpm -V fapolicyd-selinux
2. echo $?

Actual results:
.M.......  g /var/lib/selinux/targeted/active/modules/200/fapolicyd
1

Expected results:
0

Additional Info:
the file should be marked with %verify(not md5 size mtime)
