Description of problem:

siteconfig-post job fails when adding a new site

4.8.15

How reproducible:
100%

Steps to Reproduce:
1. Ad a new site with:

http://registry.kni-qe-0.lab.eng.rdu2.redhat.com:3000/kni-qe/ztp-site-configs/commit/647e1e13a25fb887b6c28cd03b0c299284a9b621

2.Check clusters application

Actual results:
 The ClusterDeployment "kni-qe-1" is invalid: spec.installed: Invalid value: false: cannot make uninstalled once installed

kni-qe-1 is the already existing cluster.

Expected results:
No failures and deployment of the new cluster is triggered without errors.

After triggering another sync manually the job reports no errors and the cluster deployment was triggered.
