Description of problem:
openstack ovecloud prepare failed with standard configuration on an environment with more than +150 nodes

Version-Release number of selected component (if applicable):
Red Hat Openstack 16.1 (RHOSP16.1)

Actual results:
The prepare failed in with:

Resource CREATE failed: ServiceUnavailable: resources[8].resources.TripleOServer: Service Unavailable (HTTP 503)

during the tuning process keystone_wsgi_error.log show problem to connect to the socket

Resource temporarily unavailable: [client 26.1.39.251:40536] mod_wsgi (pid=1569): Unable to connect to WSGI daemon process 'keystone' on '/var/run/wsgi.7.0.1.sock' after multiple attempts as listener backlog limit was exceeded or the socket does not exist.
