Description of problem:

It has been observed that implementation of TX queue size is not implemented in correct way in nova/libvirt/qemu i.e.

setting tx_queue_size in nova.conf doesn't propagate to guest VM correctly and also it does not translate to set the txqueuelen param value of tap interfaces.

It is part of the proposed solutions discussed in 
BZ- https://bugzilla.redhat.com/show_bug.cgi?id=2007572

So, this RFE is to track the implementation of tuned profile to support the tuning of txqueuelen parameter.

At the moment TuneD supports setting of the HW NIC queues (those controlled by the ethtool), but not the upper level txqueuelen. I think we could add support for it to the 'net' plugin.

I also changed the component to the 'tuned'.
