Description of problem:
Prelink is absent in RHEL8, but "grub2-tools-minimal-2.02-99.el8.x86_64" is still shipping configuration files for it.

Steps to Reproduce:
1. Install RHEL8.4
2. Install mlocate and run updatedb
3. Run 'locate prelink'

Actual results:
# locate prelink

/usr/share/bash-completion/completions/prelink
/usr/share/selinux/targeted/default/active/modules/100/prelink
/usr/share/selinux/targeted/default/active/modules/100/prelink/cil
