A similar issue was reported 1.5 years ago: BZ1809088.
The bug was closed because OSP15 was EOL, but a patch was merged upstream:
https://review.opendev.org/c/openstack/neutron/+/711404/
This patch was merged on May 2020, so it should be included in latest OSP16.2 builds.
