Cards on Environment Details page that show the broken image where the Argo CD icon should be

Description of problem: On the Environments Details page, there is a link to the Argo CD dashboard on the card that show the details for each environment. The icon for Argo CD before the link is broken.

Found in 4.9 but should be changed in all versions to make it more stable. 

How reproducible: Reproducible every time


Steps to Reproduce:
1.Set up Environments through GitOps Operator
2.Navigate to the Details page by clicking on a link for any application on the List Page
3.You can view the error on the details page. 

Actual results:
Broken Image Icon

Expected results:
Should be the Argo CD logo
