Description of problem:
I would like to upgrade BIND again before GA. No change should be required, except for rebuild for changed so libraries of libisc and libdns.

Rebuilt together with bind rebase as bind-dyndb-ldap-11.9-7.el9

Automation tests for ipa-dns and upstream-dns_location passed. Hence marking the bug as verified.
