Description of problem:
When a migration plan is cancelled/failed only the "Get logs" button is displayed.

The plan restart option is inside the kebab menu.

Can we have the "Restart" button displayed, to ease users?
If there is a limitation of displaying only a single button, 
the get logs option can move to the kebab menu.

In the plan table, there's space for only primary button.
We consider that the "Get Logs" button is more important, so we close the BZ as WONTFIX.
