We currently suggest users to use 8.2
We can suggest latest 8 instead

Steps to Reproduce:
1. Create VM using wizard
2. Choose RHEL template
3. Choose boot-source-type "import from URL"
4. Follow the "RHEL download page" link

Actual results:
