Based on bug 1926715 comment 3

  storing the kernel command line
parameters in the grubenv using a kernelopts GRUB environment variable was found to not be robust enough so in Fedora (and RHEL9) this was changed to
store them in the BLS snippet instead.

So any mentions of kernelopts should be removed, or at least moved from the current prominent location on https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/9-beta/html/managing_monitoring_and_updating_the_kernel/configuring-kernel-command-line-parameters_managing-monitoring-and-updating-the-kernel to some lower-profile place since the mechanism presumably works (at least on GRUB-based systems) but is not the default and is not recommended.
