Description of problem:
ovn-kube level driven service controller is sending extra operations for the same service. This can impact scale/performance.

How reproducible:
Always

Steps to Reproduce:
1. Create a service
2. Check in the ovnkube-master logs for more than 1 OVN transaction

Actual results:
In 4.9 we still use nbctl, so you will see something like:
