Description of problem:[cephadm]5.0 - Ceph orch ls status for ports is seen with ?:port number instead of *:port number after upgrading from 5.0 to 5.1

How reproducible:


Steps to Reproduce:
1. Perform upgrade from 5.0 to 5.1 having mon,mgr,osd,rbd-mirron,iscsirgw services
2. observe ceph orch ls status once upgrade is successful

Actual results: We saw MON and MGR crash after upgrade was successful and we are tracking the issues in the BZ https://bugzilla.redhat.com/show_bug.cgi?id=1984881

post upgrade was done, we see status as below under PORT status as ? instead of *. Before upgrade we see the status as *:portnumber. Ceph orch ps reports as *:portnumber for each services.
