Description of problem:
- Customer accidently scaled down with a copy paste of the deployment command with -c6 set.
- No backup was taken just prior to the stack operation.
- No older backups have been found on the director node filesystem
- Overcloud functionality has been restored by powering on the baremetal.

Steps to Reproduce:
1. take no backup
2. accidently scale down overcloud with a copy paste of deployment script and incorrect compute count set.

Actual results:
- all but 6 hosts removed from uc

Expected results:
-

- support exception exists for continued support of EOL newton.
