Description of problem:

Can't remove package from index using `opm index rm`

How reproducible:

always

Steps to Reproduce:

opm index rm --generate --binary-image registry.redhat.io/openshift4/ose-operator-registry:v4.7 --from-index registry.redhat.io/redhat/certified-operator-index:v4.7  --operators cert-manager-operator

Actual results:

error="error deleting packages from database: error removing operator package cert-manager-operator: database is locked"

no error

Manually moving to MODIFIED as the proposed upstream fix (https://github.com/openshift/operator-framework-olm/pull/218/commits/02663b502b0088c45bab8f67ef9383929ae39f57) has landed downstream.
