We want to use the `rhcos-4.9` branch of the `fedora-coreos-config` repo in the git submodule definition of `openshift/os` for RHCOS 4.9 builds.

This is the necessary paperwork to land the change in the `release-4.9` branch.

No changes needed for 4.10; setting to CLOSED/CURRENTRELEASE

release:4.9.0-0.nightly-2021-12-06-090220 is running RHCOS 49.84.202112032104-0.  The build log for RHCOS shows the submodule bump which is in line with the latest commit for the rhcos-4.9 branch on fedora-coreos-config
