Verified upgrading from 4.9.7 to payload built from https://github.com/openshift/ovn-kubernetes/pull/838

Tested upgrade from 4.8.17 to 4.10 version (4.10.0-0.nightly-2021-11-29-191648)

Idle service can be waked up, Move this bug to verified.
