Doc Text:	.RHEL 8.6 is compatible with RHEL 9 XFS images With this update, RHEL 8.6 is now able to use RHEL 9 XFS images. RHEL 9 XFS guest images must have `bigtime` and inode btree counters (`inobtcount`) on-disk capabilities allowed in order to mount the guest image with RHEL 8.6. RHEL9 will ship with "bigtime" (Y2038 compatibility) and inode btree counter on-disk features enabled by default. These two features will mean that RHEL9 filesystems created with default options will be unable to be mounted on RHEL8, which in turn means that tools like libguestfs will be unable to manipulate them.

The majority of the kernel code is actually already in place; it was added during the RHEL8.5 backporting process, but explicitly disabled due to lack of userspace support and a plan to enable the feature.

Since then, there has been significant concern that RHEL8 hosts will be unable to manage RHEL9 guests due to this incompatibility.  For that reason, I believe we should enable these two features in RHEL8 as well - they are relatively simple features, not nearly as complex as something like reflink was.

I also want to see if fs-qe is comfortable with this plan.
