Description of problem:


Upgrade from 2.6 to 4.x versions failed due to vlan-filtering issues. 
We see same problem in 4.9 as well

This prevents us from doing upgrades between versions.It's hard for a user to manually reconfigure all policies again and not practical solution in big clusters.

Would you please share the policy you have applied before the update?

Removing the blocker as this issue happened even before the upgrade, on 4.9.0. We need to investigate this further and collect more data but since it is not an upgrade regression, it can be handled later.
