Description of problem:
Kernel part of ethtool subsystem is going to be updated to upstream version 5.13.

New functionality:
1) Support for FEC stats (kernel part covered by bz#2019089)
2) Support for dumping of arbitrary part of EEPROM (kernel part bz#2019090)
3) Support for standard statistics (kernel part covered by bz#2019092)

The bug2019092, bug2019090 and bug2019089 is verified.
In addition, ethtool tests(ethtool/sanity and ethtool/Regression) passed.

Set VERIFIED based on the results.
