Description of problem:

The zbar-qt-devel-0.23-11.el8.x86_64 package can not be installed on CentOS/Rocky 8 as it depends on pkgconfig(QtCore) and pkgconfig(QtGui) which can not be resolved.

1. Enable EPEL8 repo
2. Try to install zbar-qt-devel
3.

Actual results:
Error: 
 Problem: cannot install the best candidate for the job
  - nothing provides pkgconfig(QtCore) >= 4 needed by zbar-qt-devel-0.23-11.el8.x86_64
  - nothing provides pkgconfig(QtGui) >= 4 needed by zbar-qt-devel-0.23-11.el8.x86_64



Expected results:
zbar-qt-devel and dependencies can be installed
