behavior after uncheck "Apply optimized StorageProfile settings"

Description of problem:
Login with a normal user, go to storageProfile page. It currently has issues to access storageProfile, so uncheck "Apply optimized StorageProfile settings" should able to select the accessMode and volumeMode immediately instead of still loading something, which removes the blocker for user to create the VM.

Steps to Reproduce:
1. Login a normal user
2. Go to storageProfile page
3. Uncheck "Apply optimized StorageProfile settings"

Actual results:
manual select accessMode and volumeMode is impossible


Expected results:
it's able to select accessMode and volumeMode
