I have fixed the testsuite to change the failures to expected-failures.  (They are expected and other like it are already marked.  It is just that an earlier update added some more tests).

Note - even with this update I still see one failure in the s390x testsuite (and for all architectures except ppc64le):

  FAIL: Build libpr9676-4a.so

This is actually due to a bug in annobin, which I am trying to fix via another BZ.

Verified with binutils-2.35.2-11.el9.
