Description of problem:
The go.mod in the aws-pod-identity-webhook repo is out of sync with the golang build environment used to build the repo.

Steps to Reproduce:
1. See the difference between the golang build environment in ./Dockerfile.rhel7 and the go version in ./go.mod

1.16 vs 1.13

Expected results:
all 1.16

verified with cluster-bot image(4.9.0-0.ci.test-2021-12-03-014046-ci-ln-ndcqgh2-latest) with the PR merged, no regression found.

no pending CSR created by pod-identity-webhook
