Description of problem:

I saw this when running inside a mockbuild for a package (I haven't seen it on an actual machine because I haven't tried installing just this):

useradd warning: dbus's uid 81 outside of the SYS_UID_MIN 201 and SYS_UID_MAX 999 range.

How reproducible:

Always when running a mockbuild for Fedora 35



Steps to Reproduce:
1. Run a mockbuild of a package for Fedora 35
2. Watch this appear in the first DNF transaction mock does



Actual results:

Expected results:

No warning from useradd

This message is a reminder that Fedora Linux 36 is nearing its end of life.

Fedora Linux 36 entered end-of-life (EOL) status on 2023-05-16.

Fedora Linux 36 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we
