qt5-qtwayland-devel is currently part of RHEL 9 CRB. To be consistent with RHEL 8 we should ship it in the AppStream repository.

Jan is planning to do a build of qt5-qtwayland before ITM 26, so I'm setting the DTM near that time and Jan will update it later on.
