If I could migrate it to systemd, I would have done that 6 years ago. The audit daemon is required to state who is manipulating the audit trail by many security standards. Systemd uses dbus which obscures the sender. Auditd needs a direct signal in the context of the user wishing manipulate it. There are a number of bugs that were opened for this and are now closed.

audit belongs to "Minimal Install" group, so it's a critical package.
And it should work under systemd.

Can both teams work to fix it?

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.
