Description of problem:
Users don't have access to all metrics and status information so if cluster uninstall is initiated when cluster is in unhealthy state then the uninstall process gets stuck and user doesn't know what is happening.

User should get email/alert that uninstall is stuck and support needs to be contacted by user if the problem persists.

IMO SRE should detect stuck uninstalls and try to make it unstuck - at best without customer interaction or triggering SRE.
