Steps to Reproduce:
1. Install RHVH-4.4-20211118.0-RHVH-x86_64-dvd1.iso
2. Setup a local repo and point it to "redhat-virtualization-host-4.4.9-202112021208_8.5"
3. Login to host, setup local repos
4. Upgrade RHVH
   #yum update

Actual results:
There is no available upgrade package detected.
