When working on Bug #1936804 we need a way to get rid of this wrapper script, probably via more static configs in sshd config

Moving to ASSIGNED to target to OSP 18, want to discuss at PTG to make the case that this should live in TripleO somewhere, as it's a TripleO thing, not a Nova RPM thing.
