Description of problem:
For EPEL consumers like gocr, we need libjpeg-turbo-utils to be available in RHEL 9.

This was previously available in RHEL 8 in the AppStream repo, so I'm asking for that here too.

Turns out that comps is the wrong place to put it for this package.

I've proposed an MR to pungi-centos instead: https://gitlab.com/redhat/centos-stream/release-engineering/pungi-centos/-/merge_requests/210

The MR is not merget yet (any idea why?), I believe that's all it takes.
