coverage's toml support was split out in version 5.6.0, which is not in F34. So I think python3-coverage itself in Fedora 34 does support reading toml files, but it does not provide "python3dist(coverage[toml])" - the downstream provide for the "coverage[toml]" require spec you're meant to use now in upstream projects.

This is a bit of a problem as it means you can't specify dependencies upstream in a way that's correct on both F34 and F35/F36.

I think the fix here is just to have python3-coverage provide python3dist(coverage[toml]) , but I'm filing a bug for others to chime in just in case there's anything I'm missing here.
